Control in TLM

Hello,

 

I have a question about TLM. I tried to use it to define my system in a high abstract level and then analysis it and see how is the behavior. The question is..I don't know which is the rigth way to make the control of my system? is convenient use an bus/arbiter such as Frank Ghenassia described in his book (Transaction Level Modeling in SystemC)? or Is it necesary make a new module (arbiter for example) to perform the control?

 

If the right answer is the second one, this module should need a tlm-socket or a sc_signal to perform the control?
