In the Advanced module set, Tom Fitzpatrick, verification technologist at Mentor Graphics, has a module titled "Understanding TLM" that will help you to answer the "when, where and why" of TLM. That module can be found at http://verificationacademy.com/course-modules/dynamic-verification/advanced-ovm-uvm-universal-verification-methodology/understanding-transaction-level-modeling.
